3. 제목 : 기후위기 시대 동아시아 연해 과학 연구 국제협력(Promoting international collaboration for science of East Asian Marginal Seas in a changing climate: circulation, biogeochemistry, and socio-economic research)
4. 배경 :
1993년, CREAMS (Circulation Research of East Asian Marginal Seas) 프로그램이 본격 출범한 지 30년이 되었습니다. 초기 CREAMS 프로그램은 한-일-러 3국이 동해 전역을 대상으로 국제 공동조사를 가능하게 했으며, 이후 미국 및 중국 등 주변국들과 동중국해를 포함하는 동아시아 연해를 대상으로 다수의 국제 공동조사와 수많은 과학적 발견을 가져왔습니다. 2005년 이후 북태평양해양과학기구(PICES)의 공식 프로그램(CREAMS/PICES)으로 이어져 2023년 현재까지 PICES 내 전문가 그룹을 통한 국제 협력이 지속되고 있는 중입니다. 최근에는 다학제적 성격으로 범주를 확장하며, 유네스코 국제해양학위원회(IOC) 서태평양 지역위원회(WESTPAC)의 아시아 연해 프로그램(Healthy, productive and sustainable Asian marginal seas: Understanding changes in the marine environment in response to global climate change, 이하 AMS)과도 궤를 같이 하고 있는 중입니다.
한편, 1965년부터 1979년까지 수행되었던 IOC/WESTPAC의 쿠로시오 국제공동조사 프로그램(Cooperative Study of the Kuroshio and Adjacent Regions, 이하 CSK)은 국내 해양학의 태동과 국립수산과학원 정선해양관측 등은 물론 서태평양 국가들의 해양학 및 수산과학 전반적인 발전에 중요한 역할을 담당했습니다. 초기 CSK 프로그램이 추진된 지 50년 내외가 지난 2021년, 다시 새롭게 시작된 두 번째 CSK 프로그램(이하 CSK-II)은 2022년 “유엔 해양과학 10년(UN Decade of Ocean Science for Sustainable Development 2021–2030)”의 공식 프로그램으로 승인되었으며, 현재 이 프로그램을 통해 다수의 프로젝트와 관련 국제 공동연구활동이 활발히 추진되고 있습니다.
전 세계적으로 가장 극심한 기후변화와 인간활동 영향을 받고 있는 해역 중 하나인 쿠로시오 및 인근 동아시아 연해는, 이처럼 CREAMS 및 CSK 프로그램들을 통해 지난 수십년 동안 수많은 국제공동탐사와 과학적 진보를 가능하게 했으며, 그간의 과학적 발견과 최근 연구결과를 공유하고 향후 국제협력과 공동연구를 위해 더욱 폭넓은 관점에서 국제 교류협력에 대한 의견을 교류할 시기가 되었습니다.
초기부터 CREAMS 프로그램은 해류와 해수의 물리적, 화학적 특성, 수문학적 및 생지화학적 순환, 그리고 해양생태계에 대한 탐사에 주목했고, 이제 사회경제적인 접근까지 포괄하는 프로그램을 지향하고 있습니다. 또, 새롭게 추진되고 있는 CSK-II 프로그램은 쿠로시오 및 그 인근 해역을 대상으로 다학제적 통합 조사, 연구, 분석 과정에서 해양 연구 커뮤니티와 관련 연구자들이 공동으로 계획 및 실행하도록 지원하고 있습니다. 이 워크숍을 통해 두 프로그램을 통해 그 동안 성취한 과학적 발견을 되돌아보고, 해양역학, 생지화학, 해양 생태계와 다양한 규모의 그 변동성에 대한 최신 연구결과를 교류하며, 쿠로시오와 그 인근 연해에 대한 다학제적 과학 발전을 위해 최상의 국제교류 및 협력 방안을 토의하고자 합니다. 특히, 빠르게 변화하는 기후와 해양환경 변화 속에서 해양과학 및 사회경제적 요구 조건 사이의 연결고리를 식별하는 것이 중요합니다.
이 워크숍은 젊은 해양과학자/해양전문가(Early Career Ocean Professionals, ECOP)들의 적극적인 참여를 권장하며, 워크숍 준비 단계에서부터 쿠로시오 및 그 인근 연해에 대한 사회적 수요에 부응하는 포괄적 국제공동 해양연구에 대한 최종 비전을 수립하는 워크숍 성과 도출 단계에 이르기까지 ECOP의 주도적인 역할을 지지합니다. 모쪼록 이 워크숍을 통해 쿠로시오 및 인근 연해를 대상으로 유엔 해양과학 10년의 7대 성과를 달성 가능한 국제공동 해양연구 비전을 수립할 수 있기를 기대합니다.

1st Circular of CREAMS 30th Anniversary & CSK-II Joint Workshop

Dear colleagues,
The CREAMS 30th Anniversary & CSK-II Joint Workshop will be held in Seoul, Republic of Korea for the period of July 25–26, 2024. It will be formally organized by the Seoul National University (SNU) and Korean Society of Oceanography (KSO). The venue is SNU Hoam Faculty House (https://www.hoam.ac.kr/eng/convention/convention_center.php) nearby the Hoam Hotel (https://www.hoam.ac.kr/eng/hoamHotel/contact_us.php) – recommended accommodation. The title is “Promoting international collaboration for science of East Asian Marginal Seas in a changing climate: circulation, biogeochemistry, and socio-economic research”. Here is description/background.
An international program on Circulation Research of East Asian Marginal Seas (CREAMS) started in 1993. It was the first international program in this region and it significantly promoted collaboration between marine scientists of border countries as well as their colleagues from other parts of the world. The CREAMS is now heading for ‘Creative’ Research of East Asian Marginal Seas to become multidisciplinary science program, along with Asian Marginal Sea (AMS) program of the IOC Sub-Commission for the Western Pacific (WESTPAC).
On the other hand, the Cooperative Study of the Kuroshio and Adjacent Regions (CSK) was active from 1965 to 1979 and played a significant role in advancing the understanding of general oceanography and fisheries in the Kuroshio and adjacent regions by strengthening the research capabilities of many countries in the area. The IOC/WESTPAC newly established the CSK-2 as its regional program in 2021 (https://ioc-westpac.org/csk2/), which was endorsed as one of the UN Decade of Ocean Science for Sustainable Development (2021-2030) Projects in 2022.
The East Asian Marginal Seas, neighboring the Kuroshio, are one of the most affected areas in the global ocean by climate changes and anthropogenic impacts. There have been considerable advances in exploring these seas over the 30 years under the CREAMS and CSK programs. Being initially focused on research of water circulation and ventilation, the CREAMS program evolved into biogeochemical and ecosystem research and now is seeking a way to be more socio-economic oriented program. The CSK-2 aims to enable ocean research communities and other relevant ocean stakeholders to co-design and co-implement integrated and multidisciplinary investigations, research, and analysis on the Kuroshio and its adjacent regions, in order to improve regional weather forecasts and climate predictions, and inform fisheries and aquaculture management.
This workshop would summarize and share the knowledge and experience in water dynamics, biogeochemistry, ecosystems, and their variability at multi-scales, and discuss the future directions of research in the area moving toward a multidisciplinary science underlying the Kuroshio and its neighboring marginal seas. It is especially important to identify links between marine sciences and socio-economic requirements in the area to develop an integrative program for future research in this region to correspond the UN Decade targets in a rapidly changing climate.
Participation of Early Career Ocean Professional (ECOP) is especially welcomed to involve them into the CREAMS and CSK2 activities. The workshop outcome should clarify a vision of international comprehensive marine research in the Kuroshio and its adjacent regions like the East Asian seas that meet the current needs of society. It is expected to prepare a journal issue based on the WS presentations.
In a month or two, we will notify a list of invited speakers and abstract submission for oral and/or poster presentation (due date: June 3, 2024). Registration fee is $100 (USD) which includes lunch and dinner (welcoming dinner and farewell dinner) each day during the workshop.
